Bulk mailing = sending email messages, or possibly just one email, to
many recipients at once. This could be a mailing list, but the term
is more often used in connection with spam - unsolicited email.
I'm not sure how other MTAs deal with the Precedence: header, but
sendmail uses it, among other factors, to assign priorities. The priority
is used to order the queue, and numerical values for message precedence
can normally be found in sendmail's configuration file.
As such, "bulk" Precedence is not necessarily related to bulk email.
