Just to put the original discussion back on track: I do *not* envision
that PKI app of mine as a "small utility". It has several executables,
and also crontabs, a configuration file, state persisted on disk, logs
that need to be rotated etc. One would best think of NutsPKI as a .deb
or .rpm or whatever, only implemented in Perl.

Well maybe, but how about applications that are not just utilities? If
I understand you correctly, "utilities" is a strict subset of
"applications". Please elaborate if you disagree.
