You are not wrong. mpeg2enc is not able to to encode at exact 1152kbit.
To produce no bitrate overshot, it takes the save way and lowers the
quality so that the frames fit for soure in the bandwith. And that
causes the bandwith to lower. 

BTW: To be more accurate you should use bytes for the filesize, and the
exact ntsc framerate (30000/1001).
