SVCD = subset of MPEG2 = always VBR Bitrate.

The q option only sets the quality you want. But there is a difference
between the qualiy you can have for that source material. You see it if
you have used a good combination of options an quality factor when you
multiplex the video in the difference between the maximal and average
bitrate. The difference should be at least 20%.
