John: the cheapest FiOS connection (whatever it may be) will most likely
suit your needs.  [Whatever it is that's what we have, and it's fine.]  When
I was in Middletown I had TWC and there were 4 people watching online video
simultaneously -- the videos all worked fine but /uploads/ would lag in
those conditions, and this likely wouldn't happen with FiOS.

Next time you want to cycle the router, try releasing the DHCP lease first.

When we first got FiOS we started off using a Linksys router (because that's
was on hand) and I had trouble switching to a replacement router -- the new
router wouldn't get a DHCP lease, and the older Linksys router didn't have
an option to release the lease.  I kept doing packet sniffing watching the
DHCP process on each router to find the issue and couldn't figure out the
problem -- then one night the Linksys box finally died and about 12 hours
later I tried the new router again and it got a DHCP lease.

The "smarter" routers request the same IP address that the router last had
along with sending over the box's MAC address; the "dumber" routers don't do
this and so the IP address received will change on any outage.

Not sure releasing the DHCP lease will help but it's worth a try.
