Not the Mensheviks. They belonged to the social democratic wing of the 2nd International which advocated for socialism in theory, but limited itself in practice to piecemeal social reforms by electoral means within the framework of capitalist democracy. Where bourgeois democracy did not exist, the social democrats accepted the need for revolutionary action if necessary to overthrow autocratic states, as evidenced by the Menshevik role in the February 1917 uprising against the Tsarist regime.
