Since Deluxe is in the check printing business and handles check

I disagree. Banks make a huge markup on check printing and really don't want their customers to purchase checks direct from Deluxe, Costco, etc.

Even if the checks are printed by Deluxe, the bank wants you to use their portal when ordering checks.

The bank may have provided your email to Deluxe but that doesn't make an existing business relationship.

If I have a rewards type account with Kroger and have given them permission to email me, going in to Kroger and buying a six-pack of Coke doesn't mean that Coca-Cola now has the right to spam me.

P.S. People still use checks?
