Agreed - I’m not concerned about the costs of sending or processing.  These 
“backscatter” reports skew my data.  I see data points from target.com and I 
have to mentally filter these when looking thinking “oh yeah this is them 
sending me backscatter”.  I could filter the data as well - but this brings me 
back to my original point - shouldn’t folks not send agg reports for their 
received reports in the first place ?
