Might I also suggest that Microsoft needs a form or chat on their website where other email server administrators can submit to Microsoft/Hotmail/Outlook mail server administrators.
I keep getting on chat explaining that Microsoft/Hotmail/Outlook is blocking one of our mail server IPs, and I keep getting responses "So, you're using the outlook.com website, correct?" The people that you get lucky enough to talk to at Microsoft have no clue how Microsoft/Hotmail/Outlook's mail servers actually work. They can help you click buttons, but that's about it.
