Yup.

I'm not sure if you can comment on one part of my original question.  In
this situation the message obviously didn't make it from hotmail to Office
365 because of the expired domain / no MX records--but in the past I've
tried troubleshooting rejected messages and they frequently won't show up
in message tracing.

Is there a point in the spam filtering where a message can get rejected,
but it doesn't show up in tracing?
