I tested this and it works fine. I think you may be running into the
“when the Rules are applied” part of this…
Remember, the rule is only applied when the message is delivered into
the SMOX, not when you create the SMBOX. In my scenario, I setup
everything as you did but disabled the delete rule and then sent a few
test messages. All were delivered as expected into the SMBOX that had
the delete rule. I then enabled the delete rule and while leaving the
previous messages in place. I then sent more test messages all of which
were immediately deleted however the messages that were sent before I
enabled the rule remained…

Originally, I did not have SMBOX-2 and the rule was attached to
SMBOX-1 but the rule didn't execute then either. I thought creating a
sub-mailbox that only contained messages older than 14 days and adding
the rule to that mailbox would get the rule to execute.
* Another possibility, there is a default in the action setting to
adjust the action occurrence in the rule, limiting it to the start of
a day. Perhaps this is your issue in the cascading rules process?
I don't see this setting that limits the action occurrence. Where can
