According to Microsoft's End User License Agreement, the end user can return
Windows for a refund by refusing the terms of the license:[12]

By using the software, you accept these terms. If you do not accept them, do
not use the software. Instead, contact the manufacturer or installer to
determine their return policy for a refund or credit.

Vendors, however, are allowed by Microsoft to avoid this refund by requiring
that the computer be returned altogether, despite this being a violation of
