The mac looks at "sense pins" on the VGA connection which is basically
some resisters bridging certain pins together. So this is a passive
detection and should work even if the monitor is not plugged in or
turned on. Back in the day some sites sold "VGA Terminators" which was a
little dongle with these resisters soldered to the right pins but every
vendor I found nowdays no longer stocks them. You could make your own if
you're handy with a soldering iron or know somebody who is, but I've
never tried that. Extron part #26-106-01 seems to be the thing but I
couldn't find anyone online selling it. List price from Extron is $60
just for that little piece. CDW sells something called a VGA terminator
for $32 but gives no details so it's hard to say what it really is:

so if somebody wants to risk $30 to give that a whirl, it would be nice
to know there is a supplier.

Well, the only issue I see without a monitor connected to the Mini is
you have to force VO back on with the Commend+F5 key after logging in;
minur nusince but I can live with it. For me, it was the money. I
bought the Mini for $695 or so where the macbooks are well over $1,000
so I went the cheapest route possible for now. I just got into the
Mac world about 3 weeks ago so maybe in the future with more money, I
would expand the mac collection to include a powerful macbook pro or
something.
Just to note though, the lack of a monitor with a mac mini brings up
only minor inconveniences in case you're trying to save some money.
