Mail is a bit tricky since it works a bit differently depending how you choose to move around. If you tab from section to section, you can use simple arrow keys to move through first your list of mailboxes and then through your list of messages. However, if you use VO-right-arrow (control-option-right-arrow) to move around, you need to make use of the interacting commands (VO-shift-down-arrow to interact and VO-shift-up-arrow to stop the interaction) to interact with the tables--first the list of mailboxes and then the list of messages. I would suggest trying to remember to tab around and save yourself the need to interact with the tables. I've been using Mail since September, so I'm also a fairly new user.
