Hi, you have to turn auto save off in system prefs/general. Otherwise, you have to just close all windows and tabs before closing safari like you mentioned. You don't have to open your homepage though. That will still open automatically.

I can't imagine there is no way to just open the home page instead of all windows from last session. Otherwise, what's the point of a home page?
