I do not experience such issues, have never been "stuck" in the app library. Suggest you put some time in the Voiceover practice area that Apple so kindly provided for us.

This happens to me too, and it's driving me nuts! Only way I've reliably found to get out 
of it is to restart the phone. You can ask Siri: "hey siri, restart my device". 
She'll ask if you really want to do it, you say yes, and the phone is back up in a few 
seconds after you enter your pass code.
