For your info, this happends to be a bug.
To get out just turn off voiceover and swipe left or right for another
page. Then turn voiceover back on.
I did a screen share and file send for that bug and still no fix for it
and a few more bugs, and that was when 18 first came out..

This happens to me too, and it's driving me nuts! Only way I've
reliably found to get out of it is to restart the phone. You can ask
Siri: "hey siri, restart my device". She'll ask if you really want
to do it, you say yes, and the phone is back up in a few seconds
after you enter your pass code.
