This happens to me too, and it's driving me nuts! Only way I've reliably found
to get out of it is to restart the phone. You can ask Siri: "hey siri, restart
my device". She'll ask if you really want to do it, you say yes, and the phone
is back up in a few seconds after you enter your pass code.
