It has been my experience that when turning on a anew iPhone for the first 
time, if you just let the phone sit a bit, VoiceOver will come on without you 
having to do anything.
If it doesn’t start speaking on its own, then press the side button 3 times 
quickly.

Additionally, before attempting to setup your new iPhone, be sure to perform an 
iCloud backup of your old device to make sure you have an up-to -date backup 
that you can access from the new device if you choose to setup from an iCloud 
backup.

The tech rep did say I could have gone through a step by step setup that then 
would have allowed VO to get turned on, however then I could not use the auto

not want to risk losing any of my apps.
 
Is there any way I can get this process done without having to go into an Apple 
store?
