To be a little more clear, VoiceOver is a completely separate application from 
Mail, Safari, Chrome or other programs. When VoiceOver says “Mail busy” it 
means that VoiceOver has asked for something from the other program and after a 
reasonable amount of time (perhaps one half a second) VoiceOVer will tell you 
it can’t get that information right now by saying Application Name busy.

So all this is saying is that your application is not talking right to 
VoiceOver. Sometimes it is because that application is too busy sometimes it is 
because the operating system itself is too busy and not giving enough time to 
your primary application. Though Sierra  Apple made strides to give the 
frontmost application more resources.

If your memory on your computer is full, then the computer will try to push 
some of that information to the hard disk this is called swapping and 
significantly reduces performance. If there is very little space on your hard 
disk than swapping can take even longer to perform or might fail. Also web 
sites that are constantly updating with new information can cause the browser 
to go into busy mode, the web site pushes new information the browser has to 
incorporate that information into the screen that is already there and then it 
tells VoiceOver hey I have a new layout and it is even possible that VoiceOVer 
and the browser might chat a bit to get all the details of the new layout. 
Though you might have noticed in El Capitan and newer systems that if you ask 
for a list of items on the page it does not immediately say 5000 items, but 
instead waits until you type a couple of characters. This can certainly help 
with constantly updating pages but there can still be issues.
