If I understand correctly, you do cmd-f5 and voiceover still doesn't come on. Is your volume turned up? Remember by default increasing the volume does not produce a sound effect. I know that even if this is the case it doesn't solve the problem of nothing happening after you enter your password but I figure if we crack one problem we may soon crack the other too. Did you also try cmd-fn-5 to try to turn vo on instead of just cmd-f5? Probably Apple will have a concrete idea of what is wrong to give you so if you want to ignore my ideas until you've heard from them, that's okay. I don't have any special knowledge or certification except my own experience with my machine and others' computers, so all I know to do is plod through the questions that come to mind.

What keyboard are you using? It might be that your keyboard and the Mac aren't working together, especially if it's bluetooth. If you are using a bluetooth keyboard, can you try a different brand one or better yet a usb one?
