Hi Yuma,

If you follow Barry's suggestion, you don't need to route your mouse  
cursor to the VO cursor to open in a new tab with Command-Enter (or,  
more accurately, Command-"Return").  If you want to open in a new  
window instead of a new tab, open your Safari preferences (Command- 
comma), navigate to the Tabs button on the toolbar and press it (VO- 
Space), then uncheck the first checkbox on the Tabs Pane so that it  
reads:

  ⌘-click opens a link in a new tab unchecked check box

Then Command-Return will open your link in a new window.  Check the  
second check box:

   When a new tab or window opens, make it active checked check box

and the newly opened window will get focus.
