Yes! Having to try all keys each time has been exactly my experience when I
use the Norwegian ROM with my US keyboard. I found the positional (instead
of symbolic) layout quite difficult to use. After hunting for the ? for the
hundredth time, I finally created a Rosetta stone for myself by banging out
a DO file in the text editor. I don’t know how useful it will be for you,
but here are the first 16 lines

I think if Virtual T allowed one to type æ in the OS (which as you pointed
out most OSes can do) and it showed up as æ on the Model T, that would be
ideal.
Another possibility is for Virtual T users with US keyboards to use the
CODE key (Right Alt in Virtual T). Please verify if I’m correct, but I
believe on the genuine Televerket Modell 100, you can type those letters by
holding down CODE and pressing w, x, and period. If that’s the case, then
Virtual T already supports one way of typing æøå.
