I'm not 100% sure actually so others will have to chime in here as well but:

* If running with the Norwegian ROM and Norwegian keyboard settings I would
expect it to adhere to the Norwegian keyboard.

I have been playing with the US rom in combination with the Norwegian
keyboard and that is especially hard because chars used in BASIC like = ? ;
: $ are in different places. So currently trying to input a basic program
on the VirtualT (US ROM) using a Norwegian keyboard is almost impossible. I
have to try all keys until I find these signs each time...

* Given my experience above with US ROM and Norwegian keyboard I will
assume that if I actually have an US Keyboard and the Norwegian ROM loaded
I would still want it to adhere as good as possible to the US keyboard. But
then your question is a solid one because where would you then put æøå...
That I don't know actually.. are there any keys left that might do the
trick? :)
