The encts.layout file has an implementation of a frontmatter environment
maybe once could copy and adapt this one for elsart as well. 

(It does not show frontmatter on the pull down list but rather redefines the
\maketitle command to put all the frontmatter stuff in the frontmatter
environment.)

This should be easy. (May be I'll try to implement all these, as next time I
have to write an article using elsart.cls)

(BTW: Developers, where should *.layout files be sent for inclusion in the 
contributed-stuff
area or the next lyx distro?)
