aha :) i didnt miss it, but it didnt worked the way i would expect:
namely if you open a new document, choose Part envi and THEN you
change document lang to czech, it remains "Part".
but if you open new doc, change lang to czech and THEN choose
part envi, then it is correct czech. in other words, once loaded lyx doesnt
change these strings.

what i had experimented is that its dependent, whether there is 
~/.lyx/preferences file. in case there is no such file, synchronicity
between actual font and preferences dialog is corrupted.

but even after that, there is no guarantee, that the font will be 
appropriate as far as the czech accents is concerned.
in other words the intro splash and tutorial will be unreadable
and for unexperienced user hard to change.

if you would help me, i can try to debug it.
