If "\foot[full]cite[p|t|alt|alp]" is implemented will I then be able to make a
referece in a footnote looking something like this

all automagic? That is: Will it be possible to make the referenec in a
foodnote without having to create a foodnote first and then put the reference
in the foodnote? And will LyX stil be able to keep track of the other
(normal) foodnotes?
