it's easier to load babel in preamble at a place where
I want when it is load by defaukt at the end.

when you load it before the user-preamble, than I can do
nothing.

I have written a package manager, but the problem with LyX
is, that there exists a lot of minipreambles from the
layout files. This should first be changed, to have only
one (pointer)list of the different preambles.
