So the move fix some problems, but create new ones. There are already several compatibility issues with 1.2.0, so why add another one ? I suggest we revert to the old behavior (which has been around for ages, (before 1.0)), and make a proper fix in 1.3.0 (or later): have a package management dialog which allow you to add the packages you want (and set their options), and additionally, have a package databases that contains all known constraints.
