If some member of the development team is interested in doing this, then of course they can do that. Would they would also need to take over building the package? If so, how is that done?

In the context of https://www.lyx.org/trac/ticket/13252 I had a short look at the flatpak package last year. IMHO LyX is not suitable for flatpak, unless you are willing to give up much of its extensibility, because the interaction with many other tools contradicts sandboxing concepts like flatpak.

I agree however that something needs to be done, since the current package at https://github.com/flathub/org.lyx.LyX violates https://docs.flathub.org/docs/for-app-authors/requirements#control-over-domain-or-repository. Either a LyX developer takes ownership of the repo, or the lyx.org prefix needs to be removed.
