Actually this seems to be bug in lyx. 
It's enabled if I try new document.
But if I open at the same time manual and look on the table settings there
it get's disabled (edit-only) and *stays* there even when I switch back
to new document.

So after setting formal table & cz languege I don't see error yet.
What next should I do?
