Of course not. I don't know how to do this and who did this in the past.
If you did not, we cannot use the result: Even if it seems to work at first
glance, mixing code compiled with different MSVC versions can lead to subtle
crashes at runtime. See also this thread:

So since I cannot compile iconv and friends with MSVC 2013, I cannot
release a LyX 2.2 version? For now I only found one crash bug:

nothing more. Do you think that it is caused by iconv and friends?
My spare time is now running out. I will be completely off from December
12 until January 6. lets see then what the status is.
