I think this is not true. The converters might have been installed by the (LaTeX or Linux) distribution, they might be needed for other applications. etc. The converters should certainly be recognized and selectable, but not enabled by default (if you have bibtex, bibtex8 and biblatex-biber installed, do you want LyX to provide you three different ways to produce your output?)
