These are messages from your OS. The language of them depends on your OS settings. I get them here all in German on my German Windows when I start LyX with English or Spanish menu names.

At last, trying to rename a folder with bad name, shows a warning
window saying "Invalid filename" and the whole window content
"The name ..can't not be used. Try using ... ... marks"

Same thing as above.

In math mode, with the cursor inside the formula, the messages in the very
bottom bar appear in English: "Type:equation" "Font:..." "Symbol:..."

These are debug-only messages. When you compile LyX in release mode, your don't 
get these messages.

The latex errors window:
"Undefined control sequence" and the popup
"Selecting an error .... occured."

These are LaTeX's error messages and cannot be translated. Please correct me 
when I'm wrong.

All the function names in Preferencies->Shorcuts
The shortcuts in the manual can not be translated...

You mean you need to translate the terms "Ctrl" and "Alt"? This is indeed not yet supported. Can you please open a bug report for this?

On the other hand: Make it sense to aim for a full translation
as always LyX will run on LaTeX, which never will be translated?

Yes, definitively. We should try to translate as much as possible. And as our aim is to avoid LaTeX errors, people will hopefully never see the English messages in the error dialog ;-).
