I'm not happy about this. Your patch is the step in the right direction,
so I'm not against your patch, but as you could see from my fixes the
last weeks, the babel handling is very tricky. So every change of the
code infrastructure could introduce a bug. Therefore it would have been
better when this change was made for LyX 1.7.
I fear you have to revert your commit, as you broke the whole babel handling. That means currently
only English documents are output correctly as babel is not loaded!
