It isn't common to change the language of the user interface easily,
either. Changing the language using the installer _is_ common though.

Of course this is clumsy, writing a two-line batch script setting the
environment and starting LyX is far easier (one could even have desktop
shortcuts for several such scripts or some script taking an argument
*hint*).

And that ability they have. Per system, per user, per shell, per command
- whatever is wanted. There's no need to "help".
