User interface language preference

Hi,

Would it be possible to add an option to the preferences to set the user 
interface language? The default would of course be to rely on the 
environment variable, but it will allow the user to change the language 
much more easily.

On Windows it is not common at all to set environment variables for such 
a thing. While the installer currently allows the user to select a 
language, changing this requires the installer to be to run again, which 
is not very user friendly. Another issue is that the installation may be 
shared by multiple users who may prefer different languages.

But also on Linux I think most people would prefer to have to ability to 
change the language per application instead of changing a system-wide 
environment variable.
