UI-wise, these are boxes. Being and "environment" (markup-wise) and being a "box" (in the output) is nothing antagonistic. After all, minipages are environments as well. And in the output, a framed box looks almost identical to a framebox. The only major difference is that the former can contain page breaks. We are utterly mixing the ui semantics here: Just because some people are using boxes as notes, we have placed them there. You can also use tabulars and marginpars as notes.
