Because the same document would display different things depending on system configuration. Of course one can look up a shortcut in the upcoming shortcut dialog, but a help document is nevertheless useful, because it can be printed out in a nice form. > to do what? It is clearly useful in Shortcuts.lyx and LaTeXConfig.lyx, whose contents depend on system configuration. Although other documents such as the user's guide would better be the same, it is difficult to talk about shortcuts, menu items because they are user-configurable. (Pressing C-B following the document might not do anything). Also, the document might be outdated because of ui or other changes. For example, Tool->Reconfigure might not be there is a user uses another UI file, or we decide to move it to Edit->Reconfigure. In this case, something like 'menu:reconfigure' may be useful.
