NO. This provides an inset that reveals system information such as
shortcut, package and textclass availability, and rc settings.

inset is used in LaTeXConfig.lyx (which is now awkwardly generated
from LaTeXConfig.lyx.in during configuration), and a new Shortcuts.lyx
that will display currently used shortcuts in a nice table form.
so this is something we will need to remove once we have a proper ui to
edit keybindings?
I expect that other lyx documents would use this inset as well.
