As babel hasn't had Japanese option, I used to bridge babel and
Japanese with Mr. Inagaki's "Japanese package". (i.e. in lyx's
preamble section, write
\usepackage{babel}
\usepackage{japanese}
)
I had a look now and Google isn't able to find at least one case where
\usepackage{japanese}
is used in a document:

Unfortunately the japanese-package is also not in CTAN:

We can only support packages that are already in CTAN to assure that everybody is able to get it.
Could you please ask the author of the japanese-package if he could upload his package to CTAN?
