I'll have a look.
Uh, this is my fault. Although the webpage says "Japanese option file
for Babel", it is actually a latex package as before. Babel does not
support Japanese at this moment.
Basic strategy proposed here is:
1) platex can handle Japanese and English indiscriminately.
2) \usepackage{babel} can be used for platex without explicit
support for Japanese (it is treated in the same status as
English).
3) However, it changes titles, dates, captions etc. to English
by default (\usepackage[english]{babel}).
4) To work around, the above package re-changes titles etc.
to Japanese.
5) To use it in LyX,
\usepackage{babel}
\usepackage{japanese}
must be declared in preamble, because babel need to be
declared before japanese package.
So, there is no *true* Japanese option for babel at this moment. It may
be better stick to the CJK package with leaving the above procedure as
an option.
