I am not sure of that. Windows > Me/98/95 uses utf16 at the filesystem
level.
Now I have verified that and I am sure that this is no PB on WinXP. You
can perfectly have hebrew filename in a french or english Windows and
LyX is almost ready to support that. Well at least with my patch it is
possible to select such a file.
