I can't see the easy solution on how to implement that.
Where to install f.ex.

lyx/no.po
lyx-layout/no.po
lyx-xforms/no.po
lyx-gtk/no.po
lyx-qt/no.po

It is not striking me as elegant.

Unless it is really hampering things, I think we should keep all the
l10n together in one huge lyx.pot. (what was the problem with that?)
