you're still mis-interpreting the situation, it seems.

i tried now to send email from my linux system (which has an IP address in
actcom's range, which properly back-resolves into actcom's domain). i
claimed i am you (i.e. used yoru email address in the 'MAIL From:' line,
when talkign directly to the mail server) and when i said i want to send
the message to [EMAIL PROTECTED], i got the 'no relaying' message.

what are the differences between our setups? my IP resolves properly. the
IP you sent this email from (213.8.144.251) does not back-resolve properly
(at least not right now) - even by internet gold's name server. it could
be that in case of failed back-resolve, netvision's mail server does not
reject the email, but rather falls back to checking other parameters (such
as the source and target email addresses).

can you connect to an IP that does back-resolve properly, and try sending
email with your netvision account to linux-il from there?
