Unfortunately, you can't put \tempo inside a \midi block any more.

It doesn't look so user-friendly once you have to start using context
properties and moments:

\midi {
  \context {
    \Score
    tempoWholesPerMinute = #(ly:make-moment 60 4)
  }
}
