Brian- You don't say how you tried to install it. I just bought a MacBook Air with Sequoia as the OS, was able to download Lilypond 2.2 4.0 binary package from the Lilypond website and whatever the most recent version of Frescobaldi binary package was from the Frescobaldi website. It was the easiest and smoothest install/upgrade of either app that I've ever had on a Mac in the last decade. I was amazed. Make sure you get the binaries and not the source code; compiling either of those apps on a Mac is well nigh impossible with the compiler that Apple uses by default. You have to wrestle a bit with Apple security which really does not want to installing any applications that don't come through its own wall garden, and neither Frescobaldi or Lily Pond are or ever will be available through the App Store because of licensing issues. The other option is to install Macports, which will create a separate directory tree and install for you using the same commands as my other solution, below. Another option is Homebrew but I've never tried that and can't speak to it. On my old MacBook Air, which is from 2013, I have installed Kubuntu. It works well, if looking very dated in terms of the graphics of the interface. Easy to install, relatively speaking, and easy to keep updated. Installing Frescobaldi and Lily Pond were trivial matters, invoking the installation script and letting the system handle everything else.
