\raise only moves around the object within the current markup. The position of the full markup is determined by other properties of the TextScript layout object, such as padding and self-alignment-X. In your situation, you probably want to use the extra-offset property. The mailing list archives contains plenty of example on how to apply that on different kind of objects. For fingerings, there's good support for placing them to the left or the right of a note head, but I don't know any simple method to fool LilyPond that your dot should be treated like a fingering.
