I think the problem you are trying to work around will likely go away when you give "incipit-width" the same treatment as "short-indent" everywhere it occurs in scm/paper.scm. It's sort of irritating that this is not equally easy to do for a user-level extension. Even then, one could check the setting of "mm" and scale by that.
