Agreed. So it’s not a fix-all, but in specific cases like these (examples and the like) it works well. So, CC0 is basically just a tool to give up copyright, and anything else is just explicitly not touched (I read 4a not as “explicitly retaining” but as “we’re not going there, not even implicitly”; the same in net effect, but not in intent).
